Low Carb Shepherds Pie Recipe
Shepherd's Pie is one of those recipes that I really didn't like growing up.
Thankfully, my tastes as an adult have changed drastically, partially thanks to my husband who associates foods like Chicken Soup, Chili, and of course Shepherd's pie with comfort.
And really, I think most people look to Shepherd's Pie for comfort food, provided they have it on hand, because if we're being honest, traditional Shepherd's Pie is pretty labor intensive to make.
But I've got great news for you!
My Keto Shepherd's Pie is quick and easy to make, thanks in part to being made in the InstantPot, and not using potatoes. Instead, we use cauliflower, which cooks faster, and makes the most delicious faux-potatoes.

- 1 head Cauliflower
- 4 T Butter
- 4 oz Cream Cheese
- 1 Egg
- 1 cup Mozzarella
- Salt and Pepper
- 1 T Garlic Powder
- 2 lbs Ground Beef
- 2 cups Chopped Carrots
- 2 cups Frozen Peas
- 8 oz sliced Mushrooms
- 1 cup Beef Broth
- Salt and Pepper, to taste
- Put a cup of water in the bottom of your InstantPot, then place the Head of Cauliflower (stem and leaves removed) inside and cook on High Manual for 5 minutes.
- Do a quick release, then put the cauliflower in your blender along with the butter, cream cheese, egg, mozzarella, and salt and pepper to taste. Blend until smooth.
- Next, remove the steamer rack from your InstantPot and drain the water. Put the ground beef, garlic powder, carrots, peas, mushrooms, beef broth, and salt and pepper in the InstantPot, and mix well.
- Top with the cauliflower mixture, then replace the lid and cook on high manual for 10 minutes.

Stupid question? Do you brown the meat before you put it in the instant pot?

This was not a stupid question. It was not stated in the recipe and it was very confusing. I had to go to another recipe to make sure that I was doing the right thing and then I came back and finish the keto recipe.

Weird, mine wasn’t at all. I wonder if a fresher cauliflower would hold more water? Mine wasn’t very fresh. Was yours?

I’m so sad…I followed this recipe to a “T”…didn’t brown the ground beef before putting it in the pot, and after the cooking time, it was Extremely runny. So much so, that I made a pocket on one side to ladel out the liquid and it pulled 2 cups of liquid (I’m sure I could have gotten even more). I just turned it back on, hoping if I cook it for 5 more mins with the liquid I removed that it’ll turn out better.

Very good, but as others have written…very runny! I told hubby we were eating a shepherd’s pie inspired soup. Next time, I’ll cook both parts seperately in my instant pot (cauliflower, and then meat while blending the cauliflower mixture), and put both in a pyrex at 450C to slightly brown the cauliflower mash on top.

DO you quick release at the end of the 10min? Not specified in the recipe.

I did quick release on steam.. i tried the saute on high to boil some of it off cuz it was so runny but i gave up on that after about 3 minutes turned it off let stand and it thickened up real nice..4 stars cuz directions were confusing
